Similarly, police, military, etc.. all of them fall beyond a certain required level of control that suffices to maintain ultrastability within the environment. A major reason for this is that education is on a more fundamental control layer than this.. (preventing misdeeds through a genuine understanding of responsibility is far superior to doing so by fear )
